Is this a solid cylinder or hollow cylinder?
For solid, I=m*r^2/2.
If hollow, I=m*r^2
I will assume it is solid. If not, simply recalculate with the different moment of inertia.
2.3*0.040=0.94*0.040^2*α/2
solve for α
2*2.3*/(0.94*0.040)=α

the angular displacement in 0.35 seconds is
